These Regulations set out the academic, administrative and financial rules governing the diploma programs the Academy delivers under its license from the Technical and Vocational Training Corporation (TVTC), from admission to graduation. They are read together with the General Framework of Regulations and Policies (IA-POL-00) and the Academy's other policies.

1. Scope

  • These Regulations apply to all diploma programs delivered by the Academy under TVTC License No. 224127931061 and to every trainee enrolled in them, and apply to any diploma program offered in the future without the need for amendment.
  • Program-specific details, including the training plan, its courses and credit hours, the standard duration, fees and payment schedule, are published on the program page and in its registration form and complement these Regulations; in case of discrepancy between them, the signed registration form prevails.

2. Governing Instruments and Order of Precedence

  • Diploma programs are subject to the Regulation Governing Training in Private Training Institutions and the Training Instructions Manual for Private Training Institutions issued by TVTC, and to any instructions and training calendars it issues, collectively referred to herein as the "TVTC Instructions".
  • In case of conflict, the TVTC Instructions prevail over these Regulations and the registration form; any contrary term is void and replaced by the applicable rule. On matters not governed by the TVTC Instructions, these Regulations prevail over the registration form on academic and administrative matters, and the signed form prevails on financial matters.
  • Matters not addressed herein are governed by the TVTC Instructions, then by the Academy's general policies, then by decisions of the Diploma Administration that do not contravene them and are announced to trainees.
  • Where the TVTC Instructions confer an exception or approval on "the Corporation", this means TVTC, and the Academy may not grant such an exception on its behalf.
  • References in parentheses preceded by "Art.", e.g. (Art. 16/9), refer to articles of the Training Instructions Manual for Private Training Institutions.

3. Definitions

Course midpointThe day on which half the period between the course's training start and end dates has elapsed, per the approved schedule of the split half-term in which it is taught.
Credit hourThe unit measuring a course's training load under the TVTC-approved plan.
GPAThe trainee's term or cumulative grade point average on a 5.00 scale under Article 7.
Training recordThe official record of the trainee's courses, results and recorded codes.
Trainee dashboardThe trainee's page on the Academy platform; the approved channel for academic requests and notifications addressed to the trainee. The trainee is deemed notified of anything made available there or sent to their registered contact details from the date it is made available or sent.
Diploma AdministrationThe Academy department responsible for diploma programs.

The definitions in the General Framework (IA-POL-00) apply to terms not defined in this Article.

4. Admission and Registration

  • Admission requires a secondary school certificate or equivalent, a minimum age of 18 on the date of registration, and any additional requirements set by the TVTC Instructions for the program.
  • Applicants register personally through the Academy platform and sign the registration form and its declaration electronically after identity verification; registration or signature by proxy is not accepted.
  • The signed registration form is a binding training contract between the trainee and the Academy and is read together with these Regulations.
  • The trainee shall submit a copy of their qualification and any documents TVTC requires within the set deadlines and is responsible for the accuracy of their data and documents; if they prove inaccurate, the Academy may cancel admission after notifying the trainee and giving them the opportunity to respond, in accordance with the TVTC Instructions, with the financial effect set out in Article 13.
  • The trainee's data and qualification are submitted to TVTC in accordance with its instructions and deadlines.

5. Training Plan and Duration

  • The trainee shall follow the program's approved training plan and the requirements of each course.
  • The Academy determines the courses open for registration and the training load in each term, within the limit set by the TVTC Instructions.
  • The maximum period to complete the program is twice its standard duration and may not be exceeded without TVTC approval; approved deferral periods are counted in accordance with the TVTC Instructions.
  • Courses passed before joining the program may be credited under the conditions and limits set by the TVTC Instructions (Art. 14); they are recorded as "Equivalency (معادلة)" and are not included in the GPA.

6. Attendance and Absence

  • Attendance is recorded electronically from the approved virtual classroom logs, which are the official record of attendance and absence.
  • A trainee is deemed present if the total of their attendance periods recorded in the virtual classroom log reaches at least 50% of the actual lecture duration, unless a lower percentage is announced for the course before it starts.
  • Watching a lecture recording does not count as attendance.
  • No absence is counted against the trainee for a lecture that was cancelled or that they were proven unable to attend due to a technical fault in the Academy's platform or virtual classrooms.
  • Absence is calculated for each course separately against the total lectures scheduled for it in the training term.
  • The trainee is notified through the dashboard and their registered contact channels if their absence exceeds 10% in any course; not receiving this notice does not affect the absence calculation.
  • A trainee whose absence exceeds 25% in a course fails it with grade F (هـ), is barred from its final exam and must re-register for it (Art. 13/1); only TVTC may grant an exception for an excuse it accepts.
  • Absence excuses are submitted through the dashboard with supporting documents under the Attendance and Follow-up Policy (IA-POL-05), and are treated in the absence calculation according to the TVTC Instructions.
  • The trainee may object to any recorded attendance or absence under Article 15.
  • The attendance and participation grade forms part of coursework under Article 7.

7. Assessment and Grades

  • Each course is graded out of 100, with a pass mark of 60.
  • Coursework may not exceed 40% of the course grade (Art. 16/6); unless TVTC approves another distribution announced before the course starts, the grade is distributed as follows:

  • The term and cumulative GPA equal the sum of each course's credit hours multiplied by its grade weight, divided by total credit hours.
  • A course failed with grade F (هـ) counts in the GPA with a weight of 1.00; courses recorded as W (ع) or "Equivalency" are excluded.
  • The trainee must re-register for every course they fail; the treatment of both grades in the GPA follows the TVTC Instructions.
  • Results are published on the dashboard once approved and are submitted to TVTC in accordance with its instructions.

8. Examinations

  • Course exams are held on the dates set by the TVTC training calendar for each term, electronically on the Academy platform, and are subject to the Cheating Prevention and Identity Verification Policy (IA-POL-02).
  • A trainee shall not be scheduled for term exams in more than two courses on the same day (Art. 16/8).
  • A trainee may not be barred from term exams for failure to pay financial obligations (Art. 16/10); the obligations remain due under Article 13.
  • A trainee absent from a course's final exam is deemed to have failed it (Art. 16/9).
  • A trainee who missed the midterm or final exam, or did not reach the pass mark in it, is offered one exceptional exam under the conditions and dates set by the TVTC Instructions; if they still do not pass the course, they must re-register for it. The exceptional exam is not available to a trainee barred for absence.
  • A trainee may request a review of their result under the Academic Assessment Policy (IA-POL-13) within the period set by the TVTC Instructions or, where none is set, within five business days of the result being announced.
  • The Academic Integrity Policy (IA-POL-01) applies to any breach related to exams or assessment, within the sanctions set by the TVTC Instructions.

9. Drop, Add, Withdrawal and Deferral

  • With the Diploma Administration's approval, a trainee may drop or add one or more courses within the period set by the TVTC Instructions from the start of the term; dropped courses do not appear on the training record.
  • A trainee may withdraw from the training term within the period permitted by the TVTC Instructions; withdrawn courses are recorded as W (ع) and are not included in the GPA (Art. 13/3).
  • Withdrawal from the training term is not accepted after that period, without prejudice to the trainee's right to request strike-off under Article 10. A trainee who stops attending is subject to Articles 6 and 8 and receives grade F (هـ) in every course in which their absence exceeds the limit or they miss the final exam.
  • A trainee may defer training under the conditions and periods set by the TVTC Instructions and, upon return, is registered in the available courses according to their plan.
  • Drop, add, withdrawal and deferral requests are submitted through the dashboard once enabled for the trainee by the Diploma Administration, or through the official channels; ceasing to attend without a request is not a withdrawal or deferral.
  • Withdrawal, deferral and dropping carry the financial effect set out in Article 13.

10. Strike-off

Without prejudice to cancellation of admission under Article 4, a trainee's enrollment in the program is struck off in the following two cases:

  1. At the trainee's request for final withdrawal from the program.
  2. By decision of the Academy in the cases set by the TVTC Instructions (Art. 15/12), namely: dismissal for ethical or disciplinary reasons after due process, and failure to complete the program within the maximum period unless TVTC approves an extension.
  • Absence or discontinuation is not in itself a ground for strike-off; Articles 6 and 9 apply instead.
  • A strike-off request is submitted through the dashboard and signed electronically with a verification code, or in writing through the official channels where that is not possible; it undergoes academic and financial review, a reasoned decision is issued and notified to the trainee, the request date determines its effect on the training record, and its financial effect is determined under Article 13.
  • Where the Academy initiates strike-off, the trainee is informed of the grounds in writing and given at least five business days to respond, and a reasoned decision is issued; ethical or disciplinary grounds are determined under the Academic Integrity Policy (IA-POL-01), the Trainee Charter (IA-POL-19) and the TVTC Instructions.
  • The trainee may appeal a strike-off decision under Article 15.

  • Results approved before the strike-off remain on the training record, which is retained in accordance with the TVTC Instructions; the trainee may obtain a copy.
  • The strike-off is reported to TVTC in accordance with its instructions and carries the financial effect set out in Article 13.

11. Notifications and Academic Warning

  • The trainee is notified if their absence exceeds 10% in any course under Article 6.
  • An academic warning is issued if the cumulative GPA falls below 2.00 out of 5.00 (Art. 15/11), to alert the trainee that reaching this threshold is a condition for the comprehensive exam and to guide them on improving it.
  • Notifications and warnings do not bar the trainee from exams; a trainee is barred from a course exam only when their absence exceeds the limit in Article 6 or by a disciplinary decision issued under Article 8 and the TVTC Instructions.

12. Comprehensive Exam and Graduation

  • TVTC holds the comprehensive exam and sets and marks it (Art. 17).

Eligibility for the comprehensive exam requires:

  1. Completing all requirements of the program's training plan.
  2. Passing all courses in the plan.
  3. A cumulative GPA of at least 2.00 out of 5.00.
  4. Settling all financial dues for the program.
  • The pass mark for the comprehensive exam is 60%; resits follow the TVTC Instructions.
  • The overall certificate grade is 70% of the comprehensive exam score plus 30% of the cumulative GPA scaled to 100 (GPA ÷ 5 × 100): Excellent (90 and above), Very Good (80 to below 90), Good (70 to below 80) and Pass (60 to below 70); a result below 60 is treated in accordance with the TVTC Instructions.
  • The diploma certificate and training record are issued through the Manar platform after passing the comprehensive exam and meeting graduation requirements.
  • Fees for the comprehensive exam, its resit and certificate issuance are as stated in the registration form.

13. Financial Provisions

  • The signed registration form governs each trainee's financial obligations, including program fees and the payment schedule; this Article summarizes its general provisions.
  • Fees are paid in monthly installments starting from the month of registration per the schedule in the form; the trainee may pay installments in advance at any time.
  • Payment is made only through the payment methods approved and announced by the Academy on its platform, and no amount paid to other than its official accounts is recognized; a receipt is issued for each payment, and the tax invoice is issued in accordance with the VAT Law and its Implementing Regulations.
  • Upon withdrawal, deferral, dropping or discontinuation, the fees for the hours registered in the current split half-term are charged at the rate and on the basis stated in the registration form.
  • Upon strike-off, dues and amounts paid are settled in accordance with the registration form, including the trainee's right to apply any remaining balance to other Academy programs for themselves or a nominee.
  • The Academy may claim overdue amounts through lawful means.
  • Late payment does not bar the trainee from term exams under Article 8; settling dues is a condition for the comprehensive exam under Article 12.
  • Nothing in this Article or the registration form prejudices the rights granted to the trainee as a consumer under applicable laws, including the E-Commerce Law and its Implementing Regulations.

14. Training Record and Data

  • The Academy retains the training record and trainee file in accordance with the TVTC Instructions and the retention periods in the Privacy Policy.
  • Trainee data, attendance and results are submitted to TVTC and the National eLearning Center in accordance with their instructions and processed under the Privacy Policy.
  • The trainee may view their record and results on the dashboard while enrolled and may in all cases, including after strike-off, request an official copy through the official channels.

15. Grievances and Complaints

16. Final Provisions

  • These Regulations take effect from the effective date shown in their control card; the version in force when the trainee signed the registration form applies unless a later version is more favourable to them or required by law or the TVTC Instructions. These Regulations apply from their effective date to trainees enrolled before it, without prejudice to results approved and amounts paid before that date.
  • Any amendment is published on this page before it takes effect, and material amendments are notified through the dashboard and the official channels; TVTC Instructions apply from their effective date even if these Regulations have not been amended.
  • The Arabic text of these Regulations is authoritative and prevails in case of any discrepancy with its translation.
  • Articles 13, 14 and 15 continue to apply to the trainee after strike-off.
  • The following annexes are for guidance only and do not in themselves create rights or obligations; in case of inconsistency, the Articles prevail.

Annex A: Getting Started with Your Diploma

  1. Complete registration: once you sign the form and pay the first installment stated in it (or your exemption is approved), your access to the program is activated on the trainee dashboard.
  2. Sign in: sign in to your Academy account, open the trainee dashboard and select your program under "Diplomas".
  3. Inside each course: the course overview, objectives and learning outcomes; course files and materials (training package, guides and references); live lectures and their links; self-assessment; exams; and announcements.
  4. Attend lectures: join from the lecture link on your dashboard on time and make sure you reach the attendance duration required in Article 6.
  5. Follow up: track your attendance, grades, exam dates and notifications from the Diploma Administration on your dashboard.
  6. Satisfaction surveys: take part in course and instructor evaluation surveys; their results are used to improve the program.
  7. Graduation: after passing your courses, track your eligibility for the comprehensive exam on your dashboard; the certificate is issued under Article 12.

Annex B: Program Quality Standards

  • Content quality: content is prepared and reviewed by specialists in the program's field and updated periodically in line with Saudi regulations and professional best practice.
  • Training quality: lectures follow the approved plan and each course's objectives and outcomes, using methods that promote participation and practical application.
  • Instructor quality: instructors are selected under the Instructor Qualification and Selection Criteria (IA-POL-15) and their performance is monitored through quality indicators and trainee evaluations.
  • Assessment quality: clear and fair assessment tools that measure the targeted knowledge and skills, with transparency and objectivity in recording results.
  • Service quality: academic, technical and administrative support within the target response times published in the Technical and Academic Support Policy (IA-POL-06).
  • Continuous improvement: survey results, trainee feedback, quality reports and operational indicators are used to develop the programs.
